Recommendations for ensuring the basic principles of self-isolation

In order to prevent the spread of a new coronavirus infection in the territory of the Russian Federation, citizens coming from countries that are disadvantaged by COVID-19 should be isolated (self-isolated) at home.

Citizens of the Russian Federation, as well as citizens who have different citizenship but permanently residing in Russia, arriving from countries that are disadvantaged by COVID-19, fall into the category of persons with respect to whom the application of a self-isolation regime is necessary.

Self-isolation refers to the isolation of persons who have arrived from countries that are disadvantaged by CIDID-19 in an isolated apartment with the exception of contact with family members or other persons. At the same time, the isolation should be in the room where he lives as an owner, tenant or on other legal grounds. Isolated, not limited in their rights in the territory of their housing (contact with people is possible through video / audio, Internet connection), however, they are not allowed to leave it.

Upon arrival in Russia, it is necessary to inform about your return to COVID-2019 disadvantaged countries, the place, dates of stay in the indicated territories, the address of the place of self-isolation and other contact information by phone of the hotline of the territorial authority of Rospotrebnadzor or the executive authority of the constituent entity of the Russian Federation for further information transfer to the territorial medical organization, which establishes medical monitoring of the arrivals.

The self-isolation regime is set for a period of 14 days from the moment of crossing the border of the Russian Federation - for people arriving from countries that are disadvantaged by COVID-19.

Under the condition of joint travel of several persons living in the same apartment, joint isolation of several persons is possible. Pets are not recommended in the apartment where self-isolation is carried out.

If it is impossible to ensure isolation at home, as well as for persons who do not have a permanent residence in the territory of the Russian Federation, isolation is provided in specially developed observatories.

Persons in isolation are prohibited from leaving the premises, even for a short period of time (purchase of food / necessities, garbage removal, sending / receiving mail, etc.). To provide the isolation of everything necessary, relatives, delivery services, volunteers and other persons can be involved without personal contact with the isolation (cashless payments; delivered products / items are left at the entrance to the isolation apartment). Household garbage generated in the place of isolation is packed in double durable garbage bags, tightly closed and exposed outside the apartment, by prior call to people who will dispose of it (take it out).

During the period of self-isolation, it is necessary to observe the ventilation mode, hygiene rules (wash hands with soap and water or treat with skin antiseptics - before eating, before contact with the mucous membranes of the eyes, mouth, nose, after visiting the toilet, etc.), regularly carry out wet cleaning using household chemicals with a washing or washing-disinfecting effect.

The isolation person has the right to leave the place of isolation in the following cases:

  • in case of emergencies of a technogenic or natural nature (when calling special services, be sure to indicate your status of "isolated"),
  • in the event of a threat to the life or health of an isolated person (somatic diseases, etc.) (when calling medical personnel, be sure to indicate your status of "isolated").
  • when the first symptoms of the disease COVID-19 appear (the isolation patient informs the medical organization that conducts medical monitoring of the isolation patient by the phone number that is given to him in advance, after which the isolation patient is transferred to the infectious diseases hospital).

For an isolate, medical monitoring at home is established with obligatory daily thermometry carried out by medical personnel with the obligatory observance of biological safety measures in contact with the isolator (doctors of the outpatient network). On the 10th day of isolation, employees of a medical organization select material for research on COVID-19.

For the entire time in isolation at home, a two-week disability certificate opens (without visiting a medical institution).

Monitoring compliance with the isolation of all restrictions and prohibitions that were included in the concept of "self-isolation" rests with the district police commissioners (briefing with the isolation, telephone monitoring of persons subject to isolation). The district police commissioners carry out proper supervision, explain the conditions of isolation at home and the consequences of violation of the regime.

To control the location of the isolation in the place of isolation, electronic and technical means of control can be used.

If the isolation regime is violated, the person to be isolated is placed in the isolation ward. Self-isolation is completed after a 14-day isolation period at home, in the absence of signs of disease, on the basis of a negative result of laboratory tests of the material taken on the 10th day of isolation.
