In accordance with paragraph 1 of Part 2 of Article 16 of Federal Law No. 326-FZ of 29.11.2010 "On Compulsory Medical Insurance in the Russian Federation", insured persons are obliged to present a compulsory medical insurance policy when seeking medical help, except in cases of emergency medical care.
Since 01.12.2022, insured persons are obliged to present, at their choice, a compulsory medical insurance policy on a tangible carrier or an identity document (for children under the age of fourteen - a birth certificate) when applying for medical assistance, except in cases of emergency medical care.

Since 01.01.2023, insured persons are obliged, when applying for medical assistance, except in cases of emergency medical care, to present, at their choice, a compulsory medical insurance policy on a tangible carrier (with the exception of insured persons specified in Part 1.1 of Article 10 (approx. foreign citizens, stateless persons) of this Federal Law) or an identity document (for children under the age of fourteen - a birth certificate).
